The two Meter tools in this 40-page booklet provide teachers with a list of the essential components of civic responsibility and youth voice in service-learning or other project-based activities. These are often the least practiced elements of service-learning, because they are the least understood and hardest to assess. The result is that students are missing opportunities to learn to govern themselves and their community by making decisions and solving problems. If we are going to transform schools to renew their civic mission, we must provide students with guidance and practice in ethical democratic participation.
